Portland is in the process of applying for a parks and recreation grant through the Tennessee Department of Environment & Conservation’s Recreation Resources Division. The proposed project includes construction of splashpad, restrooms, and supporting parking lot at Richland Park. Additionally, the proposed project includes replacement of irrigation infrastructure at the Dogwood Hills Municipal Golf Course.
