In July 2020, the Portland Police Department established the role of Chaplain to provide spiritual and emotional support to officers and their families. Often described as a Ministry of Presence, the Chaplain serves as a listening ear, trusted advisor, and supportive friend during times of need.
The Chaplain participates in ride-alongs, makes regular visits to the department, and responds to critical incidents when requested. Though the role is voluntary, the Chaplain is always available to support the PPD family—both officers and their loved ones.
Chaplain Bob Moon has served in this role since its inception. After 50 years in full-time local church ministry, he retired in September 2024 and has since devoted his time to law enforcement chaplaincy. In addition to his work with the PPD, he also serves as Head Chaplain at the Tennessee Law Enforcement Training Academy (TLETA).
Chaplain Moon has been a part of the Portland community since 2013, serving for seven years as the Administrative and Educational Pastor at First Baptist Church of Portland. He continues to remain actively involved in the life of the community.
