Creating Your GovWell Account (New and First-Time Users)On the right side of the page click on red button ACCESS PORTAL CODES APPLICATIONSGo to the portal at this link: https://app.govwell.com/portlandSelect "Sign In" in the top-right corner of the screen.For new users, click on Sign up at the bottom of the "Sign in to GovWell" dialog box.For returning users, proceed to Step 2.Enter at least your "email address" and "mobile phone number". First and last names are optional at this point in the process."Agree" to the GovWell Terms of Service."Click" on Continue.You will need to verify your email. Enter the verification code sent to the email you just provided.You will need to verify your phone number. Enter the verification code sent by SMS Text Message to the phone number you just provided.2. Log In and Access Your Personal PortalAfter creating your account, log in to the GovWell portal.You’ll land on the My Projects page, your central dashboard for all your applications.3. Start a New ApplicationTo submit a permit application:Click Start Application or New Application.Choose the permit type (Building, Demo, Plumbing, Mechanical, Accessory Building, Swimming Pool, Etc.)Follow the guided form to enter project details.Upload required documents when prompted. Uploads may be in PDF, JPEG, PNG, or JPG format. Upload sizes are capped at 1GB per file.4. Review and SubmitBefore submitting:Review all entered information.Confirm that all required documents are attached.Apply through the portal.You will receive a confirmation message and email.5. Track Your Application StatusGovWell provides real‑time updates:Return to My Projects to see all active applications.Status indicators show whether your application is under review, awaiting documents, approved, or issued.6. Respond to Requests or Upload Additional DocumentsIf reviewers need more information:You’ll receive a notification in your portal and by email.Open the application and upload the requested documents or respond to any comments.7. Access Your Issued PermitOnce approved:Go to My Projects.Select the completed application.Download your issued permit directly from the portal.
