The primary goal of the Planning & Codes office is to protect and enhance the quality of life of the citizens of Portland, while creating an environment which stimulates economic growth and development. This is achieved through planning and land-use regulation. Land-use is regulated by a Zoning Ordinance, Building Codes, and Subdivision Regulations.
Planning is used as a way to help guide the city's growth. This includes long-range planning and strategic planning.
Zoning Enforcement is designed to group compatible land uses, minimize negative impacts of incompatible land uses, and maximize use of public infrastructure facilities.
Building Codes regulate materials and methods to insure public safety. These codes are considered "consumer legislation."
Subdivision Regulations determine and create the character of a community.
