The Portland Parks and Recreation Department was established in 1971 .  There are 2 local Parks  in Portland  -  Richland Park and Meadowbrook Park. The City of Portland strives to provide recreation facilities, programming and different types of  activities for the residents of Portland and surrounding areas.

Richland Park, an active park, offers a community center, gymnasium, public swimming pool, lighted outdoor basketball courthike and bike trail, soccer fields, baseball & softball complex, picnic and play areas .  Meadowbrook Park is considered  a passive park with walking track, picnic areas, lighted outdoor basketball court, tennis courts, sand volleyball court, and a lighted baseball/softball field.

As the City of Portland continues to grow, so does the number of participants using the park facilities.   Whether in organized sports or open free play, the park strives to provide programs, and facilities for all interests and special needs groups for both the young and old to enjoy.

A  Parks Committee, appointed by the Mayor, is comprised of 3 members  to serve for a period of two years.  T his committee is scheduled to meet once a month and help the Parks Department expand its programming, receive public input, and provide general guidance for recreation programs and day to day operations, and provide a voice to the entire City Council.

A Parks Advisory Board, appointed by the Mayor, Parks Director and the Parks Committee, is comprised of 5 members.  The board is scheduled to meet once a month and intended to represent the citizens with respect to Parks Department issues,.
